Washington Electric Vehicle Instant Rebates make it easier to own or lease a new or used electric vehicle (EV) with big upfront discounts. Starting August 1, 2024, this program aims to make EVs more affordable for Washington residents who meet specific income requirements. Here’s what you need to know if you’re considering an EV purchase or lease from Dwayne Lane’s Skagit Ford in Washington state.

Rebate Amounts

Washington is the first state to prioritize low-cost leases as part of an EV incentive program, making EVs affordable for all Washingtonians. All EV models qualify for IRA Federal Tax Credits if leased. Washington residents can use the IRA Federal Tax Credit to lease an EV for under $200 a month, with at least seven models available for less than $200 a month.

*Not all vehicles eligible for Washington Electric Vehicle Instant Rebates are eligible for the IRA Federal Tax Credit when purchased. To be eligible for the federal tax credit, EVs must meet federal sourcing and assembly requirements. Your participating dealer may even be able to deduct your federal tax credit from the total purchase of your car. A full list of EVs eligible for the tax credit can be found at fueleconomy.gov.

Only battery electric passenger vehicles (BEVs) are eligible for Washington Electric Vehicle Instant Rebates. No traditional hybrid vehicles, plug-in hybrid electric vehicles (PHEVs), fuel cell electric vehicles (FCEVs), or electric motorcycles are eligible. Internal combustion engine vehicles that have been converted or retrofitted to be battery powered are not eligible. Only vehicles sold for less than $90,000 (pre-government taxes and fees but inclusive of dealer and manufacturer options) and having a Gross Vehicle Weight Rating under 10,000 lbs. are eligible for Washington Electric Vehicle Instant Rebates.

Eligible vehicles must meet all Washington laws to be driven on the road and be in good working condition.

Dates: August 1, 2024 – May 31, 2025 (or until funds are exhausted)
Budget: $44,725,000

Eligibility Requirements

For Vehicles:

  • Must be a fully battery electric four-wheel passenger vehicle.
  • Total cash price, including all options, must be under $90,000.
  • Gross Vehicle Weight Rating (GVWR) must be under 10,000 lbs.
  • The vehicle must have been originally manufactured as an EV (no conversions).

For Customers:

  • Must be a Washington resident.
  • Must register the EV with the Washington Department of Licensing for personal use at a residential address in Washington.
  • Household income must be at or below 300% of the federal poverty level (e.g., $93,600 for a family of four).

To verify eligibility, customers must complete and sign a Customer Eligibility Form. Washington State residents with a household income of 300% or less of the federal poverty level, amounting to $45,180 annually for a single resident, are eligible for the rebate. Residents enrolled in any of the listed programs also qualify. Do I Qualify?

Stacking Rebates

The state rebate can be combined with federal tax credits, state sales tax exemptions, and other automaker rebates if available. This can significantly reduce the cost of your new EV.

Q: If I want an Instant Rebate, do I need to sign up for the program?
A: No.

Q: What forms do I need to bring for proof of income?
A: You will not need to bring any additional documentation, such as pay stubs or tax returns, to prove eligibility for this program. You will be asked to complete a Customer Eligibility Form provided by the dealer, self-certifying that you meet the program requirements.

Q: Can I combine this rebate (or stack this rebate) with other incentives?
A: Yes! An eligible customer can combine the rebate for this program with both the federal tax credit, state sales tax exemption, and other automaker rebates offered through a participating dealer, if available.

Q: What if I am purchasing or leasing a vehicle as a gift for someone else?
A: The customer purchasing the vehicle must meet all customer eligibility requirements to participate in the program.

Q: Do vehicles need to be eligible for the IRA Tax Credit to be eligible for this program?
A: No, as long as the vehicles meet the program eligibility requirements they will qualify for this program.

Q: What happens if the program runs out of funding

Q: If I purchased an EV before August 1, 2024, can I receive the rebate retroactively?
A: No.

Q: What are the tax impacts of the rebate?
A: Rebates are applied as a purchase price adjustment, so there should be no impact to your federal income taxes. State sales tax will be applied to the full pre-rebated sales price of the vehicle.

Q: Can I receive the rebate more than once?
A: The program allows for a maximum of one rebate per customer, three rebates per household.

Q: What credit score do I need to qualify for the program?
A: You do not need a specific credit score to qualify for this program, but your credit score will determine the specific lease and purchase terms offered to you.

Q: Can I have a co-signer and still participate in the program?
A: Yes, as long as the customer on the lease or purchase agreement qualifies for the program you may have a co-signer. The co-signer does not need to qualify for the program and may be a business.

Q: Is my income based on 2023 taxes or current year and what type of income is it?
A: You can use either your current year or previous year’s total household pre-tax income to determine eligibility for Instant Rebates. This is the same as the “Total Income” listed on a 1040 tax form, also available on a YTD pay stub or W-2 form.

Q: Does a dealer need to be enrolled in the Washington Electric Vehicle Instant Rebates Program prior to providing a discount?
